Ich da da etwas gefunden, vielleicht bringt es etwas Klarheit:

Im Customize Menü gibt es auch noch 2 Lautstärkeregler, einen für
Voice-Rekord und einen für Voice-Playback.
Ich hab übrigens bemerkt, dass sehr viele sehr schlechte Qualität
haben. Die sollten mal voice_loopback 1 probieren, dann hören sie, wie
sie rüberkommen.

Voice commands I found: (console commands)
- voice_enable 1/0 (to turn on/off voice communication completely)
- voice_loopback 1/0 (loops back your own transmission)

Other voice commands I found with default values:
voice_maxgain : 5
voice_avggain : 0.500
voice_scale : 1, a
voice_fadeouttime : 0.100
voice_profile : 0
voice_showchannels : 0
voice_showincoming : 0
voice_dsound : 0
voice_overdrive : 2
voice_overdrivefadetime : 0.400

I believe the voice_overdrive and voice_overdrivefadetime control the
game volume fade, but I cannot be sure, still testing. ( damn i wish
they documented this stuff! )

i've isolated the in game fading to this command, but there could be
more control over it. this seemed to work for me.

voice_overdrivefadetime 0
this allows me to hear the voice communication while maintaining the
same level of game volume (no fading).

voice_scale 0.0-1.0
controls the voice communication volume. setting this more than 1
creates distortion, as it's above peak level. my setting is 0.8.

sv_voiceenable 0/1 (turns on/off for entire server)

sv_alltalk 0/1 (enables all clients to talk to eachother, dead or
alive -- GREAT for match setup!)

voice_recordtofile 0/1
If set to 1 whenever you press your voicerecord-button two files are
created in you hl-dir, voice_decompressed.wav and voice_micdata.wav

voice_inputfromfile 0 Whenever you press your voicerecord-button
voice_input.wav from your hl-dir is played over the voice comm. Also
see below.

voice_clientdebug 0/1 Enables voice debugging. Output to your console.

oder man schreibt das hier in die server.cfg
sv_voiceenable 0
dann ist auch ruhe, und der server hat weniger zu tun.
